Willow bats are available in all the leading sports shop in all the cities in India. Basically there are two types of willow used to manufacture cricket bats. Kashmir Willow, which is relatively cheaper varient is used by many of the Indian bat manufacturer. Companies like Sunspareils & Greenland (SG), Sunridges (SS), Vampire etc. uses Kashmir willow to produce bats. They cost around Rs. 6000/- to Rs. 10,000/- per bat. The hub of cricket bat manufacturing in India, is the city of Meerut. However, these are available all over India.
Other kind of willow used for manufacturing bats is the English Willow. These are the costly variant. Companies like Gunn & Moore (GM), Grey Nichols, Slazenger, Kookaburra etc. uses English willow to manufacture the bats. These are also available in the big sports goods shops in the big cities in India. A good English willow bat will cost in excess of Rs. 12,000/- per piece.

I guess real willow bat will cost very high. Not only that all willow bat have some other wood in them. Punjab is the place where bats are made. Luk at some classified to find out the place in Punjab.

Most of the good bats are made of willow only. Go to any sports shop and ask for it
