Why state sponsored documentaries or visual advertisements are usually dull and ineffective ? Do the producers know it ?

Such production orders are given through Tender and by heavy under the table dealings.
No creative producers are interested in going through such torture.
So it is a open field for 'half or no-creative' people.
The result is in front of us.

Quality is not the criterion in this 'Sector'. Only how much you can "greece" my hands is the only yardstick to measure as to whom the contract be awarded. Hence the dox, graphics and presentation are dull and unappealing vis-a-vis the ones in the private sector, where the quality is the landmark..

Mr. Prakash ka answer bilkul sahi hai... Govt. employees ko poori zindagi ek kaam karna parta hai aur uske liye unhe moti salaries milti hai... To unka mind baki logon jitna creative nahi hota.... Unhe samajh hi nahi hoti ki concept kya cheez hoti hai.... Ap jaante hai main advertising line se hoon... mujhe aksar in logon ko deal karne mein pareshani hoti hai...
New ideas to in logon ko hajam hi nahi hote.... Chamcha giri main problem hai.... jo bare saab kahe wo hi kar do.... Aur bare saab aksar maha duffer log hi hote hain..... Unme akal to ek paise ki nahi hoti lekin sochte hain ki jaise duniya mein wo sabse samajhdar hain.
Har advertisement ke peechhe designer ka nahi balki bare saab ka dimag hota hai.... Ab aap andaza laga sakte hai ki ek engineer ko agar surgery karne ke liye kaha jaye to patient ka kya haal hoga ?
