In Islam, all individuals become responsible and accountable for their behavior and Hijaab at the age of puberty--. The Islamic teachings about modest dress apply to any person, male or female, at that time.

A girl is not supposed to wear the burqa until she reaches puberty however many younger girls do wear it early in order to get used to it.
