In a nutshell -Yes Ministers and willing rubber stamps are fit for the gubernotarial positions !!Also should be acceptabel to that state CM or able to finger them kinds will fit the bill !!

The President of India appoints Governor of all the States and the Union territories of India of the persons recommended by the Prime Minister of the country,after the approval of the Cabinet of PM.Any person can be appointed as a Governor, but such person should not be employed(can be retired) and such person should have good working knowledge of laws,especially The Constitution of India.Each Governor represents the Central Government and closely watches the political activities within that State and he recommends the dissolution of a State Government,if he concludes that law and order is completely broken down in that territory by mis governance.The Governor also decides which political Party
is having a majority in a State Assembly,when there is disputed claims by many parties to the effect that their party has the support of elected Representatives of that State.Article 155 of the Constitution of India deals with the appointment of the Governors.
