In India there are almost 80% Govt plans which are named after Rajiv gandhi, Indira gandhi or Nehru, why they are hesitating to name new law upon that Girl's name ?

Because since independence above family members been either rulers or opposition the opportunity grab and sealed among them.
when someday fresh breaths enters to the both offices names will similar to Agniputra / Prithvi such like.

Laws should never be attached to any individual, otherwise the black cloth on eyes of godess of judgement will not hv any meaning.
