I think it was originally Hari Har Mahadev. Hari means Vishnu and Har is Shiva and both belong to Mahadeva.

"Hari Om Tatsat" ',
'Hari' is a good Indian name. Its western translation since ancient times is Harry. Hari belongs to the Lord of Maintenance of world - Lord Vishnu. Hari means is the one who draws everything into him. "Har" means draw or steal. The slogan "Har Har Mahadev" means draw Mahadev or steal Mahadev only.
