In any govt agency when they float tenders of value more then Rs. 20 Crores, the prospective bidders should fill a form called Integrity Pact, where tenderer has to submit a sort of declaration that they will not give any bribe to any one to secure this order and if any one demands bribe his/her name will be made public, I want to know whether this sort of condition St. Sonia's govt put in the tender documents

Do those declaration hv any sanctity?
All MPs and MLAs do take oath in the name of god, they declare their assets .... etc., whether u believe all those, then why this additional piece of paper in bid document which has no meaning.
