Q.

Maharashtra is considering a levy of Re 1 on bottled water to pay for supply to urban poor----news. With over 800 crores bottles sold in the state annually the state government stands to earn Rs 800 crores from this levy annually. Indeed a very novel scheme. But is there guarantee that this amount will reach the urban poor judging similar welfare schemes initiated by the central and other state governments in the past? Your views?
