No...the inertia never let some of the passive elements come out...others vote inspite of all odds...the voting needs to be made compulsory...

Ofcourse Yes....... I think in the Beginning Ho Sakta hai Ki Logon Ko Na Samajh Aaye especially The People of Rural Areas. But with the passage of time this technique will be followed by many people.
