The protocol is that she can submit her letter of resignation to the Vice President, in his absence the Chief Justice of Inida...and...in the absence of the both, the Speaker of the Lok Sabha...!

Normally a president doesnot resign, if he / she wants to they submit it to the chief justice of India I think
