No he is deputy chairman of planning commission and as such part of budget making process.unless black money is brought back and unaccounted money is checked no improvement is possible,

Under given condition, nobody can help much unless the ruling party as a whole develop confidence in investors and see that liquidity in the market is improved.
The bottle necks at both central and state levels should be removed, media should be controlled, mud slinging should be controlled, to ensure the liquidity of black money, etc.
