Our politicians are hardly ethical enough to resign on their own. THE DAYS OF LAL BAHADUR SHASTRI ARE GONE. When a person of Nehru's stature did not resign after the Kumbha Mela fiasco, how can we expect the same from lesser mortals ?
Coming back to your question, we hardly have anyone of competence sitting in the right places so it would hardly make a difference even if a duffer was psoted there. After all, its the men behind the scene who run the ministry--the IAS officers / Secretaries.

We have limitless no. of people: If Johny goes, Joker comes in, if Joker goes, Jane will come in; If Jane goes, some thief will come in shamelessly. And, there's no dearth of corrupt and thieves in the country. Why keep guessing about who will come in and why has the last one gone? Its an absolute waste of time.
