More than the tradition it is the rigidity of religious practices, that do not change according to requirement of changing time, that is responsible for hampering governments from enactment of progressive laws. While law of a country needs to take into account its tradition and culture but it should be free from influence of religious beliefs. . In fact government of any nation should be secular and it should not be controlled by any religion. Governance and Religion should not get mixed.

Gradual changes in traditions ,ways and practices do take place. But it would more harm if one goes entirely against the minimum culture followed by people of a country.....!
