First it must be ascertained that what you saw was SEA and not OCEAN ! Only then something can be said! Because SEA is a confined space limiting your thought process to your day to day requirements and necessities, to the ones near you at home, neighbourhood or your work place. Another thing. What you saw actually also counts a lot. If the SEA you saw was turbulent, it certainly would mean things are not as you would like them to be. If it is calm then all is well.
Hope it was a calm SEA you saw in your dream.
