Yes god is there and simultaneously evil is also there. from the beginning of the universe chaos prevails - this is what we have read and heard in stories. God also fought against the evil and conquered. same ways he wants us to fight!

Supposing god as the doer, every good and bad act fall in his domain : he is the only source of all positive and negative energies----- inclusive of crimes and chaos besides other good acts......

God has given wisdom and knowledge to use it in right way . Only a few indulge in such unruly acts while majority are helpless. This will vanish or destroyed during the kaliyuga end

There is population burst in our country. More than 1 billion people living in that small landmass. Scarcity causes chaos.
