If fire safety measures r not taken in official buildings whom one should report to get it corrected/installed?

If that office be a public dealing type - where general public would be having a daily access like a BANK,LIC, or POST OFFICE then the top brass administrative official should be impressed upon as to clarify the position if the building equipped with any fire prevention device or not......

The fire department who in turn will give notice to building secretary or association and have it corrected
