If exchequer money can be spent sanctioning huge subsidies for Haj, what's wrong if some state government wants to spend some money to please rain gods ?

Absolutely no harm.President Pratibha Patil and all other ministers enjoy so many foreign trips along with their families using public money and Pranab Mukherjee gets a new car for Rs13 crore using public money, so there is absolutely no harm in spending public money for stupid reasons .Though it is absolutely very very bad and irrational if the public money is spent for public welfare .
The Honorable Supreme Court has done a very good job in pruning the haj subsidy quota to 300 seats only, very recently.

The subsidy given for haj is farce. the airlines calculate rates per haji at rs,38,000 return fare for a chartered flight, the haji gives 20,000 and balance comes from government
if the airlines quote price 40,000 , then government will give 20,000 as subsidy.
this is just a joke
they had given 5500 free seats to ministers and politicians and to adjust this they seem to be giving subsidy
even a chartered flight on emirates or saudia costs only 22,000 per passenger and in such case m the fares are exaggerated and seats given free , and account shown as huge subsidy.
