Delhi as Capital was decided long long ago by Mughals or even earlier than them. And it continued to this day.
However coming to the question, if Delhi were not then it would have been Calcutta or Bombay (and Bombay would have remained Bombay ... not Mumbai or any such funny thing).

Any town of India could have been developed as such... like Allahabad the city of confluence of Ganga and Yamuna or Hyderabad or Nagpur even Bangalore or Chennai could have been one...
