If a woman looks directly at a man, is she being too forward or sexually aggressive?

If she does that for her job purposes, she is showing her confidence. Just because she is a woman she doesn't have to look down. Even during regular talk she should look straight, there is nothing to hide or to be ashamed of or show her sub ordinance .

Guys are always complaining about how women never just "say what they mean" or tell us what they want.
You can't have it both ways.

Unless she's tugging her clothes off at the same time she's giving that "come hither" look, no; she's just giving the guy a clue that an advance on his part is welcome.
