Comptroller and Auditor General (C & AG) is the apex auditing body. The C & AG has produced several reports on state departments such as railways, public sector enterprise, and tax administration. These reports have revealed many financial irregularities, suggesting a lack of monitoring of public expenses, poor targeting and corrupt practices in many branches of government. Audits and Accounts is not an investigating agnecy but to just review, analyze and report the observations.
If it had been a investigating agency and had given the tooth and claw, it too would have been poisoned by now :)

It is not his function or duty to probe corruption. He only brings in his reports all financial irregularities or non observance of rules and regulations of Government, the instances of infructous expenditures the instances of avoidable expenditure and the non realization or short realization of government revenues etc It is for government to probe whether there is any possibility of corruption involved in these irregularities and take appropriate action against the corrupt officials,if the circumstances warranted it.
