The Singhania University is a private university that has been established by the Rajasthan State Government by an act in the Rajasthan Legislative Assembly. Here is the government website: http://rajassembly.nic.in/acts_raj.htm (check the acts in year 2008). In a private university, Chancellor is usually the person who establishes and funds the University, e.g. Chancellors of BITS Pilani, Amity University or any other private universities are private persons.
It is the same procedure for establishing any state university. Central universities are established by an act in the Indian Parliament by Indian Government.
To my understanding, since this University has been established by the Govt of Rajasthan act, it is a fully autonomous university that can run and award any degree programs as it deems fit.

In my personal opinion, Singhania University is faik, it's a private university. The website is stretegically made. No government declaration is there.
1. Chancellor of the University always be the Governor of the concerned Satate while the Chancellor of this university is a private main/seems a business man. Qualificaiton is not mentioned of the Cancelllor.
2. M.Ed degree is not approved by the NCTE (a statutory authority)
3. Go through the site of the university, you will find NO letter/declaration from Government, UGC,Distance council, NCTE is there on the web site. See carefully the official web site home page "UGC Recognition" - there is no signature.
4. Regarding information on accounts, the govenment guidelines were copied and pasted, you will find in these guidelines the word university not the " Singhania University".
5. there is loop hole in the legal system. ...in a case NCTE a sometime back given an advertisement with respect to a fake/private university ...more
