If you are an NRI with a PAN Card & Indian citizenship, you can apply. Indians who took foreign citizenships are not eligible to invest in Indian Mutual Funds.

All NRIs are permitted to invest in India subject to RBI approval in case of Equity.
For Mutual funds and other investments only PAN No is a prerequisite.
