I want to buy a car within 4.5lacs; it should be fuel efficient, reliable, well-built, safe, and spacious?

Assessing your requirements cars like wagon R and Hyundai Xing would be a good option, but space will be a constraint. Fabia, though spacious, wont fall in your budget of Rs. 4.5Lacs. Considering your requirements I believe Hyundai Getz Prime is the best option. It is spacious, quite reliable and has the best ride in its class.

Do not look at anyother opinion than your own. If you are asking for some recommendation - upgrade your budget a bit and go for Maruti Suzuki Swift or Mahindra Logan. Wear a smile !
