First of all if you residing in a village, contact Village Secretary(Talati) and obtain form. If you are living in a city/town contact Collectorate with concerned Tehsildar(Mamlatdar) and obtain and submit form with details required therein. Now they are issuing Election Voter ID card within a week's time only in Gujarat at least.
