U know the higher officers have contempt 4 courts.
most of them consider the judiciary 2 b an infirior class.
they will prefer 2 appeal upto supreme court
rather than give refund(as refund amount is reduced from the amount of revenue collected by them so if they go in appeal by the time case is decided
they will b some where else after reaching the target).
