I have made the sale agreement with builder last 3 months back by paid 30 lakhs out of 40 lakhs for purchasing of a flat in apartment in Ongole of Andra Pradesh but time limit is not mentioned in agreement and that flat has kept mortgage to Municipality by builder. Now he is not doing registration by giving reason not getting NOC from Municipality. Builder is a fraud, there must be something illegal in plan of building/land sales agreement etc for which municipality may have denied a completion certificate. consult a real estate lawyer
