Right process, Sir.
Sometimes, the persons may be criminal branch of police, they dont wear police uniform, sometimes..
Also some Retired post master may come for verufication to your place & enquire about you from neibours, also meet you.
You should visit police station as per their request or order .
The police will conform & send details to passport officer, then your passport will go for process.
You can view your Passport details on Internet with your file Number after that.
These are all the formalities and rules.
The same way friends got their passport

Did you show the documents like proof of date of birth, address and citizenship proof (voter ID/Ration card) in original? The police would provide a format of questionnaire which the representative of local police station who came to you would fill up with your signature over it. That's all. He cannot invite you to the police station unless you have any criminal record in the past.
