PDS means distribution of essential commodities to a large number of people through a network of FPS on a recurring basis. The commodities are as follows----
Wheat, Rice, Sugar, Kerosene
PDS evolved as a major instrument of the Govts economic policy for ensuring availability of foodgrains to the public at affordable prices as well as for enhancing the food security for the poor.
PDS with a network of about 4.78 lakh Fair Price Shops (FPS) is perhaps the largest distribution network of its type in the world.
PDS is operated under the joint responsibility of the Central and the State Govts. Central Govt has taken the responsibility for procurement, storage, transportation and bulk allocation of foodgrains, etc.
The operational responsibilities including allocation within the State, identification of families below poverty line, issue of ration cards, supervision and monitoring the functioning of FPSs rest with the State Governments.

COMMITMENT to providing food security to the citizens of the capital, especially so to those belonging to the weaker and marginalized sections of society through a well placed Public Distribution system has always been high on our agenda. Due to the constant influx of people from different parts of the country, the task of providing food for them is always a challenge. Our efforts have been to involve people in functioning of the system and make the system totally open and transparent.
ANTYODAYA SCHEME : 147216 identified Antyodaya families (Poorest of Poor) are being supplied food grains@ 35 kg. per family per month at highly subsidized rates of Rs. 2 and Rs. 3 for wheat and rice respectively.
BELOW POVERTY LINE CARDS: In all 2,90,682 lakh BPL cards have been issued. Delhi Government has been persistently persuading the Government of India to enhance the ceiling on number of cards and also the income limit of Rs. 24,200/- per annum per family.
