Q.

I have a flat in a Co op housing Society in Pune. I have rented it out. Recently our society passed a rule that all Tenants needs to pay extra 2K as a one time payment and 500 per month to use society utilities. I'm already paying maintenance charges 10% extra for tenant occupancy. Is this type of rule is valid considering I'm already paying maintenance charges?
