I would rate Mr. T. N. Seshan as the best one among the lot.
The reasons are :
He was the first one to really know what sort of power an Election Commissioner had.
When he went about implementing the rules without fear or favour, even his one-time masters - the Congress was also squirming with unease.
Lot many malpractices that were associated with the conduct of elections before his time, came down considerably.
