If its 11:30 PM Dec 31 in Texas and 12:30 AM Jan 1st in New York and you have a New York driver's license that expires Jan 2007, does that mean your license has expired?

See in US timings EST and Western time also they put the clock back by an hr during winter called day light savings-So between Texas and NY I guess shud not matter much unlike SFC or LA where there is 3-1/2 hrs time difference

Not going into the difference in time my logical reply would be that I will renew my driving licenece well before it expires.
