How i can access the CIBIL data? How can I be a member of CIBIL?

CIBIL - credit information bureau of India mainly has data base of defaulters of various banks/Financial Insitutions. As far as I know only bonafide banks and FIs can become members and have access only when they need to lend to a particular person. By the way any particular reason for you to want to know the details of bank loan defaulters?
