Probably you are using excess water. Normally in pressure cooker the ratio of Rice to Water is 1:2. For one measure of rice use 2 measure of water and allow it to boil for 3 whistles.

Water measurement is one of the biggest factor while cooking rice. ensure that only enough water is there and also keep in watch while cooking and not go for watching the TV while cooking.

Ensure the water level is just an inch or slightly more from the bottom. And, just 10-15 minutes is sufficient for cooking. Put off the stow even if there is no whistle.
