How to complain to TRAI about these cell companies unfair/unethical practices?

Yes , Casue I had gave request for No. Portablity a moth Ago. I have got the call form Airtel Representive(Javed) not change the Airtel. In Exchange of this he had gave me offer that is Airtel 2 Airtel 10 paisa and other 30 paisa along with this he commited that he will give me 50 Rs Credit to me. I got the offer but I have not got the Credit. Moreover Airtel Company had activated Hello Tune on My No. Without any Request and debit 20 Rs form My A/c. When I Call to cus.care he just answer rudly that I cant give any Refund. I have talk with his Supervisor ( MR Bhosale ) even he had commited me that he will give Credit for the same but till I have not got any single paisa. My Mobile No. is 9860989845
