I feel its not just the bureaucratic intereference. Many suppliers, contractors are hand in glove with the politicians and the ward officers. The politicians have to please many and mint money. Since money and votes is their agenda no. 1, rules are sidelined or not implemented. You will be astonished to know that the contract for cleaning a single street in Mumbai runs into lakhs, that of major roads is much more. Some 8-10 years back their was a major chockup in the drainage lines at Borivali(east). The reason contract for cleaning the underground drainage lines were given to contractor 'X' to clean lines from duct no 1-24 and the contractor 'Z' was given contract to clean lines from duct no. 25 onwards. The line in between duct no 24 and 25 got chocked up. This happened just because the ward officer had to please the two contractor friends of the corporator.
