What are you trying to accomplish??? If you want entry into certain departments of the Public Sector- or into some government positions, yeah, it helps. It is also a good foundation, if you want to get involved w/ the UN & ADB- Rural Management is a very niche field, as far as the job market goes.
But if you want to study there to study, understand & hopefully one day- contribute to- the understanding of the rural demography & economic culture and how they interact w/ one another....then nope, you are looking in the wrong place- for that, you better look into a "Juche Library"- we have some in India.
For career? Yes, good place (the one in Jaipur). But as a solutions provider to India's agrarian (rural) demography? Nopes. Wrong place. Go to Juche study center for that.
As far as quality is concerned, it would depend on each individual 's
requirements and capacity as well.
