Max. of 4 at any time, meaning, if he wants to marry the fifth and he has 4 wives, he should divorce one of the four before marrying the fifth so the total will not exceed 4 at a time.
I think this was adapted before more than 1400 years ago when a woman in the Arabian desert was looked at as a commodity that can be bought and sold, and their born children were enslaved if they have no fathers, worst, if the newly born was a female they will bury her a live. so, Islam wanted to regulate that and make men responsible for their actions by allowing them to marry 4 if they are capable financially and physically, in return, they have to support them and their kids even after divorce.
