Write letters of complaint to the chief managers of both the banks with a copy to HO, Parliament Street, seeking reasons for this non-action on their part !

As per rules of PNB either Receiver's Account or Payer's Account should be in that branch where you are depositing Cheque

No bank can reduse any outside cheque deposited.You may first meet the manager there and if theproblem is unsolved you may wrute to Banking Ombudsman.
