The Budget process is a massive exercise. The exercise has different stages and each stage kicks off at a different stage of Budget making process.
The two sides of the Budget
Like our family budget, the nation's General Budget has two major parts: Revenue and Expenditure.

Assessing the revenues from different central taxes is the primary function of the Department of Revenue and the expenditure estimates for the current and the next year for various expenditure heads are assessed by the Department of Expenditure. The Department of Expenditure also assesses the resources of the public sector undertakings (PSUs).

The Budget division is a part of the Department of Economic Affairs. The Finance Secretary coordinates the overall Budget-making process. All of them keep the finance minister informed and seek directions from time to time. The Chief Economic Advisor assists the concerned departmental officer in this process.

The Budget is the annual financial report presented by the Finance Minister. It is the detailed statement of accounts, estimated receipts, expenditure for the next financial year starting April 1. The funds raised to meet government expenses are subject to the approval of Parliament. The Finance Minister seeks Parliaments approval to collect funds for expenditure via taxes, duties and borrowings......... The Budget is formulated after a detailed consultative process. All ministries and departments, states, union territories, autonomous bodies, and the defence forces present their expenditure and earning estimates to the Ministry of Finance. The Finance Ministry along with the Planning Commission also seeks the views of various stakeholders like farmers, business bodies, foreign institutional investors and economists......... The Deptt. of Economic Affairs prepares the budget on the basis of anticipated Revenue & Expenditure of the nation taking into consideration the sources of revenue & expenditure and different States schedule of report pertaining to their revenue & Expenditure....the existing ongoing projects, planned & non-planned expenses, etc.

Kahan kahan se janta ko lootne kee sambhavnayen is bindu par adhik adhik vichar karke , bajat banaya jata hai
koi nayi cheej ya pratha chaloo hoti hai, usay bhi tax ke dayre me le lena
Jis chccej ke bina vyakti mar sakta hai, suay sabse jyaada mehangi kar dena, usay private sector ke haath mei sounp dena jissay ve aur paisa kama saken aur unke zariya oopar tak pahunch saken.
Ye sab vichar hamare chune huye apne hee log badey jatan se karke hame lootne kee yojna banate hain, aur ham samajhate hain, wah hamaari bhalai kee soch rahe hongay.
Sher kabhi hiran ko hari hari ghaas kaa gatthar dene nahi aata, hamesh hiran ko khana hee chaahta hai
