I don't know on what basis people are saying this as bear market. If this was a bear market rally, then what are the characteristics of bull market rally ?

Lol..Ok. As our dear Obama has been elected US Prez, we will dream, this is BULL market. Is that ok, with you friend. Forgetting the sarcasm, if every body on the street talks of only losses, in stocks, then it is Bear Market and vice-versa.
