State will take action against its own people ??????????????????/ can u, youself beleive this
bmc is also a part of the state

State will not take any action against a local body other than dissolving it and ask for fresh election however a PIL if filed before Hon HC of Mumbai, they can only Instruct the body and also may ask strict compliance report
