First off he is not dreaded terrorist, he is a hated terrorist, no one is scared of him, he is alone, unarmed and behind bars. so no point callin him dreaded. Second off, he is just a foot soldier in the entire conspiracy, the king pins and the planners are still at large, if the police can get more intelligence on the people who actually planned it instead of who executed it, the wait would be worthwhile. If they are merely holding him without torture, I'd say Hang the scoundrel NOW.

It depends upon his usefulness to India. So far he has been a living trophy which India used for exposing Pakisatan as well as to extract information from him. If he has outlived this usefulness then he will be disposed off fast
