Corruption by way of begging starts from lower level with the encouragement by dignified higher level.

From the root level. For.eg. as in our area it starts from Village Administrative officer level it starts. For each and every forms requesting favour; has to get a certificate from the village Administrative Officer. Unless otherwise you comply with his demands, you will never get the certificate. not only with this almost all the other Govt departments you are forced to part with. Besides this, very precisely, it gets started at home. The child expects little favour from its mother even to take its food, the mother has to part with something additional as favpour to the child. This follows in one's own society and on to village/municipal level, district level, state level and national level and goes on.
