All the three were responsible for genocides, for ruthless oppression of their political opponents. It is unfair to single out any of the three as the biggest perpetrator of crime against humanity based on the number of people brutally eliminated ( "Purged" in the words of Stalin). Death is the solution to all problems. No man, no problem was the philosophy of Joseph Stalin. Does it make him more cruel than Adolf Hitler responsible for sending the Jews(men, women, nursing mothers, children , young and old and all) to the gas chambers? And what about Saddam Hussein? He was also a tyrant Iraqi dictator notorious for his vainglorious sadism and barbaric torture chambers.More names of rulers responsible for atrocities against humanity can be added on to the list.

All these people were quite ambitious and to some extent eccentrics. They had this quality of not brooking any opposition to what they say. They thought, overcoming such opposition was possible only by eliminating not only those that opposed but their entire clan. This resulted in genocide and holocaust etc. This is something unpardanable.
