If a person is suffering from a disease and he is in a deadly condition. treatment is only available in big hospitals like aims, but their charges are very high patient can't afford charges because he is from a poor family. after that if the doctors of aims hospital don't take this patient and patient die in the moment.
is there any kind of law in existence by which we can appeal of carelessness in the court against the doctors?

Does a doctor decide what should be the government's health budget for AIIMS or what should be the price.
Is this really a doctors carelessness or it is Hospital administration and health department ( non medico bureaucracy and policymakers) ?
The general problem with public is that instead of taking the termites eating the health care system , health minister and finance minister they prefer to get hold of guy in white coat who is not actually a decision maker but easily available to rough up
