Firstly, in India we have to give our players better infrastructure required for football (decent playing arena & practice facilities atleast).
Secondly, Youth Development Program in which sadly India is lagging behind. (Only TFA is of some note while JCT & Salgaocar are trying at best). Setting up of AIFF Airtel Academy would help to an extent.
Thirdly, All the I League Clubs should have a business plan and model. What I feel is that none of the clubs in India have vision to succed in the long run. Because none of the clubs set their goal to achieve the highiest honors in asian football (eg playing in acl). When the goal setting is blurred at the begining success is hard to come by.
Fourthly, Success in football is not instant. We have to know, what can be expected out of the present pool of players than the clubs or the aiff which has to start developing young footballers who can have an impact on the Asian level. That does take time atleast 6 to 8 yrs minimum.
