Go during the off season months. There will be less crowd and one can enjoy more. Things are cheaper too plus you get more choice of good accommodation.

Himachal Pradesh is all season state. If you want to enjoy the Winter Chill - Now is the right time. However, I would strongly recommend covering Rampur/Jeori/Sarahan while you visit Shimla. Shimla is commercialised now and quite polluted. Whereas the places I mentioned in Kinnaur District specially the Sangla Valley will give you a different experience of visiting Hill Station.

If you love snow and skatting, you can go there in these days but generally it is better to go in summer in the month of June when we have very hot temperature at our place.

If you want to enjoy in snow than this is right time.. visit it in december.. january. othrws in summer..
