The first one is Osama Bin Laden, undoubtedly. Then comes Joaquin Guzman, the Mexican drug trafficker,Dawood Ibrahim, the notorious Indian criminal, etc..

The politicians.
Osama Bin Laden etc are just a cover to hide their actual dirty work.

I bet, the total cost of the weapons that osama bin laden has is way less than the number of people the USA army killed under the bush administration.
