No one has said that there should not be any single agency to handle terrorism. The point is that it should be sat up by through consultation of the states also

The question is not alternative. PC has rubbed the CMs on their wrong side. He ought to have consulted them and convinced them about the dire need to have a body for coordination and unified action against terror and terrorists. Sometimes, hell is paved with good intentions, as the saying goes.
