Government trying to bring food security bill, but they let grain rotten last year even supreme court told them to distribute it, what is logic behind this?

This is not uncommon in India. And now the govt. will justify this inaction to bring FDI in multi-brand retail. And if the these huge Food Chain shops like Walmart can save India's grain from going waste by better preservation then may be it could do some good

The govt preserving the food for futre. but after sometime it is spoilt and looses its eligiblity for consumption. so the govt should give the food while it is good for consumption. you may know the quality of the ration supply food.
